What an IMDA Licence Actually Means When You Hire a Cabling Contractor

An IMDA licence is not a quality award. It is permission to do a particular class of telecommunication work in Singapore, and it carries obligations about who may supervise, how work is done and what happens when it is done badly. Knowing what it covers — and, more usefully, what it does not — tells you what you still have to check yourself before awarding a cabling job.

What the licence is actually for

Telecommunication contracting in Singapore is a licensed activity. The purpose is straightforward: work that touches the country's telecommunication infrastructure — the ducts, the manholes, the building entries, the terminations that eventually join a network — is not something anyone should be able to do on a whim. Licensing gives the regulator a register of who is permitted to do it and a lever when someone does it badly.

For a client, the practical meaning is narrower than it sounds. The licence tells you that the company has satisfied a regulator that it is fit to carry out that class of work and that it can be held accountable through a channel other than your contract. That is genuinely worth something. It is not the same as being told the work will be good.

What it does not cover, and this is the part that catches people

It says nothing about the individual technician kneeling at your splice tray. Company licensing and individual competence are separate systems. A licensed contractor can employ a technician who has never been assessed by anyone, and nothing in the licence prevents that.

The competence that matters for fibre work is certified separately — the Fiber Optic Association's certifications for splicing, termination and testing being the recognised route. So the question that follows "are you licensed?" is always "and who, by name, is doing the splicing, and what are they certified in?"

It says nothing about testing or documentation either. A contractor can be entirely properly licensed and still hand you a summary letter saying every link passed, with no traces, no event tables and no end-to-end loss figures. That letter is worth almost nothing eighteen months later when a link degrades and nobody can tell whether it has changed or was always like that.

Why it matters more on some jobs than others

On a small office fit-out, the licence is close to a formality — the work is inside one tenancy, the consequences of doing it badly are contained, and the client will find out quickly.

It matters enormously where the work touches shared or public infrastructure: outside plant, road and footpath openings, duct and manhole work, building entries, anything that joins a carrier's network. There the permission is not administrative. It determines who is allowed near the asset at all, and an unlicensed contractor cannot lawfully get you access to the places the cable has to go.

It also matters on any site where a facility owner runs their own permit regime — transport, healthcare, utilities, data centres. Those clients almost always require licensing as an entry condition before they will even discuss a permit, so an unlicensed contractor is not cheaper; they are simply unable to start.

The three checks worth making before you award

  1. The licence itself. Ask for it, and check the class of work it covers matches what you are asking for. Licences are specific. A company licensed for one class is not automatically permitted to do another.
  2. The people, by name. Ask which technicians will be on site and what they are certified in. FOA certification for splicing and termination is the recognised standard for fibre. A contractor who cannot answer this quickly is telling you something.
  3. A sample of test documentation from a comparable job. Not a reference, not a photograph of a finished rack — an actual handover pack with traces, an event table and end-to-end loss figures. What you are shown is what you will get.

What to write into the contract

Licensing gets you a contractor who is permitted to do the work. The contract is what gets you the work done properly. The clauses that do the heavy lifting are dull:

  • Named certification requirements for the individuals performing splicing and termination, not just for the company
  • Test results in a re-openable format with pulse width, wavelength and range recorded, so a future trace can be compared against them
  • Bidirectional splice loss where it matters, or a stated reason why only one direction exists
  • Acceptance criteria written as figures, not as "to the satisfaction of" — a link either meets a loss budget or it does not
  • The handover pack as a condition of payment rather than a promise after it

None of that is adversarial. It is the same list a competent contractor would produce themselves, and it costs nothing to a firm that was going to do it anyway.

The honest summary

If a contractor is not licensed for the class of work you are awarding, that is a hard stop — not because of quality, but because on the jobs where it matters they will not be able to get lawful access to the infrastructure the cable has to pass through.

If they are licensed, you have cleared the entry condition and learned very little else. The licence is the floor. Certification of the named people and a real handover pack from a comparable job are what tell you whether the work will still be sound in five years.
