Buyers often assume bigger means better across the board, or the reverse — that a small specialist must be cutting a corner a large firm would not. Neither assumption survives contact with how the work is actually regulated: internal wiring sits under one regime, civil works and public tender eligibility under another.

The honest limit, stated plainly
A 500-strong main contractor is the right call for large civil works, unlimited-value tenders and multi-trade coordination, and a small specialist is not a substitute for that and should not claim to be.
Equally, a large civil contractor's scale says nothing about its fibre splicing and testing competency, which rests on separate certified skills. Firm size and tender grade are not the same axis as technical certification on a scope. Checking the right axis for the job in front of you is the actual decision — not "bigger" or "smaller" in the abstract.
A simple way to decide
Ask two questions about the job, not about any contractor.
Does it involve civil works, trenching, or a public tender above a stated value? If yes, workhead and grade matter, and a main contractor is likely the right size.
