Structured Cabling Costs in Singapore: What Moves the Price and How to Compare Quotations

Structured cabling quotations for the same building routinely differ by a wide margin, and the gap is almost never the cable. It is route length, containment, ceiling access, testing, certification and how much of the job the contractor has quietly left out. This guide sets out what actually moves the price in Singapore, what a quotation has to itemise before it can be compared to another one, and where the cheap number usually hides its cost.

Why do two quotations for the same building differ so widely?

Because they are usually not quoting the same job. One contractor has walked the ceiling and priced the real route; another has scaled the floor plan and priced the straight line. One has included containment, testing and making good; another has left all three as exclusions in small print. Both numbers are honest in their own terms, and only one of them is what you will actually pay.

The single most common driver is measured route length versus plan length. Cable does not travel in straight lines. It follows containment, drops down risers, skirts beams, avoids mechanical services and takes the long way around anything a builder put in the way. A point that reads twenty metres on a drawing can be fifty-five metres in the ceiling. Multiply that across a floor and the difference between a surveyed quotation and a scaled one is not a rounding error.

The second is what has been excluded. Read the exclusions before the price. A quotation that excludes containment, making good, after-hours working and the test report is quoting a different scope from one that includes them, and it will meet the same total by the time the job closes — just as variations, after you have signed.

What are the seven things that actually move the price?

  1. Measured route length per point. The real distance through the ceiling, not across the plan. This is the single biggest swing factor and the one most often estimated rather than measured.
  2. Containment. Tray, trunking, conduit and basket cost per metre and take time to install. A job that reuses existing containment is a different job from one that installs new.
  3. Access and working hours. A live office, a hospital ward, an airport pier or a data hall may only allow work outside operating hours. Night and weekend working changes labour cost and the number of shifts a job takes to complete.
  4. Ceiling and riser conditions. Accessible tile ceilings are quick. Plasterboard, high ceilings, confined risers and asbestos-era buildings are not, and each one adds hours per point.
  5. Termination and outlet count. Every point terminates at both ends. Copper points, fibre terminations, patch panels and faceplates are quantity work, and the count should be explicit rather than implied.
  6. Testing and certification. Certified testing to the relevant standard, with saved results per link, is real time on site and a real deliverable. It is also the first thing dropped to make a number look better.
  7. Making good and reinstatement. Ceiling tiles refitted, penetrations fire-stopped, cores made good, the site left clean. Fire-stopping in particular is not optional and not cheap.

Is the cable itself a big part of the cost?

Rarely. On a typical commercial fit-out the cable is a modest share of the total, and the labour to install, terminate, test and make good is the bulk of it. This is why "we found cheaper cable" almost never produces a meaningfully cheaper job, and why specifying a premium cable rarely wrecks a budget.

It also means the reverse trap is real. A contractor who wins on price by substituting a lower-grade cable saves a small amount on the one item you can see, while the large items — labour, access, testing — stay where they are. You take on decades of infrastructure risk to save a small fraction of the total.

Where material choice does move the number materially is fibre count and cable type. Armoured outdoor cable, higher fibre counts and specialist jacketing carry real cost, and over-specifying core count "just in case" on a long external route is one of the few genuine material-side savings available. That is a design conversation worth having before anything is priced.

What must a quotation itemise before you can compare it?

A price on one line is not a quotation, it is a number. Before a bid can be compared to any other, it should show at minimum:

  • Quantity of points, split by type — copper, fibre, and by category or grade
  • Measured route metres, and whether the figure is surveyed or estimated
  • Containment by type and metre, stating what is new and what is reused
  • Termination scope at both ends: panels, outlets, splice trays, enclosures
  • Testing scope, the standard tested to, and whether results are supplied per link
  • Working hours assumed, and what happens to the price if access is restricted
  • Making good and fire-stopping, explicitly included or explicitly excluded
  • Programme: how many days, how many crew, and what they depend on

How does testing change what you are buying?

Certified testing is what converts an installation into an asset you can prove. Copper links tested to the relevant category standard and fibre links tested for loss — with an OTDR trace where the route length or the criticality justifies it — produce a saved record per link, dated, against a named standard.

That record matters in three places most buyers do not think about until they need it. When a fault appears, the commissioning trace tells you whether the link changed or was always marginal. When the building changes hands or the fit-out is handed over, the test results are part of what proves the work was done to specification. And when a third party damages a route, a dated baseline is the difference between a claim and an argument.

An installation with no test results is not cheaper. It is untested, and the cost of that shows up later, usually at the worst moment.

What about work in live and regulated buildings?

A building that keeps operating while you cable it costs more, and the reason has nothing to do with cabling. It is permits, escorts, induction, restricted hours, hot-work controls, isolation of live services and the simple fact that a crew that can only work between certain hours completes fewer points per shift.

Regulated environments add a further layer. Telecom infrastructure in Singapore sits under IMDA licensing, and work near live networks, in confined spaces or at height carries its own competency and safety requirements. A contractor without the licensing and documented safety training for that environment either cannot do the work or will subcontract it, and either way it belongs in the quotation rather than in a surprise later.

This is why "cost per point" as a single benchmark figure travels badly between buildings. The same point in an empty shell, a live office and an operating transport facility are three different jobs.

Where does the cheap quotation usually hide its cost?

In five predictable places, in roughly this order:

  • Making good and fire-stopping, excluded and later charged as a variation
  • The test report, either absent or reduced to a summary with no per-link results
  • After-hours access, priced at day rates and re-quoted once the building's real access rules land
  • Containment, assumed to be reused when it is neither present nor suitable
  • Route length, scaled rather than surveyed, with the difference recovered as additional metres

None of these are dishonest on their own. Each is a legitimate exclusion if it is stated. The problem is comparing a quotation that carries them against one that does not, and treating the difference as a saving.

What a fair quotation looks like from this side of the table

I would rather lose a job on a fully scoped price than win it on a thin one and spend the project arguing about variations. A quotation that survives a difficult job is one where the buyer could see, before signing, exactly what was included and what was not — because that is the document both sides read when something goes wrong on site.

The habit worth forming as a buyer is simple: judge the quotation before you judge the price. A bid that shows measured quantities, names its testing standard and states its exclusions plainly is telling you the contractor has been to the building and thought about the work. A single figure with a short paragraph under it is telling you the opposite, and no amount of discount makes that safe.

Everything on a cabling job is recoverable except time. Getting the scope right before award is the cheapest hour anyone spends on it.
