Light source and power meter — the baseline. A calibrated source injects a known signal at one end and a meter reads what arrives at the other. The difference is the link's total insertion loss, checked against a budget calculated for that length, fibre type and connector count. It is fast, it is the industry-standard minimum for structured cabling certification, and it produces one number per link.
OTDR — the trace. A single instrument connected at one end sends a pulse and reads the backscatter and reflections over time, converting that into a plot against distance. The trace shows the loss contributed by every event on the fibre — each splice, each connector, each bend — rather than only the total. A failed meter reading tells you the link is bad; the trace tells you which joint is the problem.
Which one your handover requires
Short runs inside one building, patch panel to outlet. The meter test is the standard and is usually sufficient on its own. Structured cabling certification is built around it as the baseline requirement.
Outside plant — fibre between buildings, campus backbone, anything with field splices. The OTDR is the standard here. Field splices and longer distances are exactly where one pass/fail number stops being enough to accept the work. A splice with poor reflectance can sit inside an acceptable total-loss budget and still be a genuine long-term reliability risk that only the trace shows.
Any handover where the contract calls for full link characterisation rather than pass or fail. Data centres, exchanges and telco infrastructure most often specify this. Read what the contract actually requires before assuming the baseline covers it.
A live exchange or MDF retrofit, where one bad connector can affect services already running. Here the trace is not extra rigour — it is how a technician confirms the new work has not degraded an existing live path.
What goes wrong when the wrong test is used
A link can pass a total-loss budget while carrying one bad connector whose loss is hidden by margin elsewhere in the same link. That connector becomes the first thing to fail under real traffic, months after handover, with no record showing where the weakness was.
This is the case the trace exists to prevent, and it is also why the test report matters more than the summary line. Keep the underlying readings, not just the pass — a fault six months later is traced against them.
The reverse is also true. An OTDR trace alone, with no total-loss figure, does not by itself confirm the link meets the structured cabling standard's pass/fail requirement. The two tests answer different questions, and where the standard calls for both, neither one covers for the other.
Who is qualified to run them
Owning the instrument is not the same as being trained on it. The Fiber Optic Association's CFOS/T is the certification specific to fibre testing, separate from the general installation certification. "Who tests this, and what are they certified in" is a more useful question than "do you own an OTDR" — the instrument does not interpret its own trace.
