Main contractors and consultants often need certified results for handover even when someone else laid or spliced the cable. Facility and data-centre owners need independent verification before they accept a link. ELV subcontractors need a specialist tester with their own instruments and a report format the MC will accept.
An optical power meter (with a light source) measures end-to-end loss. An OTDR characterises the link along its length — splices, connectors, breaks and reflective events, with distance. Many Singapore handovers expect both: loss against the budget, and traces that show what is on the fibre. Which combination your job needs depends on the specification, not on marketing language.

Expect OTDR events with distance, loss and reflectance as relevant; the wavelengths used; notes on launch or receive fibre where they were used; the limits or standard the pass/fail is judged against; power-meter loss tables; and technician sign-off.
