A phone that works on the desk depends on everything behind it: the cable from the outlet, the jumpering at the distribution frame, the riser between floors and the point where the telco line enters the building. We install that path and the key phone system at the end of it.
Your telco provides the line and its number up to the point where it enters the building. Everything on your side of that point — the frame, the riser, the cabling to each desk and the phone system itself — is building wiring, and in Singapore that is work for an IMDA-licensed wiring contractor. Getting both parties to the same point on the same day is most of what makes a phone move go smoothly, so it pays to plan the wiring around the telco's appointment rather than the other way round.
In most new offices, voice no longer needs its own cable. A structured cabling installation can serve a phone and a computer from the same kind of outlet, which leaves the layout free to change later. Where a building still needs dedicated telephone pairs, or a key phone system that runs over them, we wire for that instead. The commonest problem with telephone cabling is not the cable; it is that nobody knows which pair goes where. Labelling every outlet and frame position, and recording it at handover, is what lets the next move or fault start from a drawing rather than a tone tracer. Ask for those records before you sign the job off.
